The accuracy of estimates is a function of the stage of development (i.e. estimates improve as development of the item progress). This also means that estimates for development projects representing only 'modest advances' tend to be better than for more ambitious projects.
The employment of the poor in roads and public works, and a tendency among landlords and persons of property to build, to improve and beautify their grounds, and to employ workmen and menial servants, are the means most within our power and most directly calculated to remedy the evils arising from that disturbance in the balance of produce and consumption.thomas malthus
Sometimes one can improve the theories in the sense of discovering a quicker, more efficient way of doing a given calculation.describing his discoveries in Density functional theory, December 29, 1995, in an interview with István Hargittai, Magdolna Hargittai (2000). The great work of the present for every man, and every organization of men, who would improve social conditions, is the work of education the propagation of ideas. It is only as it aids this that anything else can avail. And in this work every one who can think may aid first by forming clear ideas himself, and then by endeavoring to arouse the thought of those with whom he comes in contact.henry george
Know that death comes to everyone, and that wealth will sometimes be acquired, sometimes lost. Whatever griefs mortals suffer by divine chance, whatever destiny you have, endure it and do not complain. But it is right to improve it as much as you can, and remember this: Fate does not give very many of these griefs to good people.pythagoras
Every man has at times in his mind the ideal of what he should be, but is not. This ideal may be high and complete, or it may be quite low and insufficient; yet in all men that really seek to improve, it is better than the actual character. * * * Man never falls so low that he can see nothing higher than himself.theodore parker
Information management is central to human development. No less is it important that man learn to improve his management of materials.Stephen A. Rossmassler (1977) Materials information programs: an interagency review of Federal agency activities on technical information about materials : proceedings of a conference held at the National Bureau of Standards, Gaithersburg, Maryland, April 16 and 17, 1974. A great deal of the thinking [in Organizational Development] has been influenced by cybernetics and information theory, though this has been used as much to extend the scope of closed-system as to improve the sophistication of open system formulations. It was von Bertalanffy (1950) who, in terms of the general transport equation which he introduced, first fully disclosed the importance of openness or closedness to the environment as a means of distinguishing living organisms from inanimate objects.Fred Emery and Eric Trist (1963) "The Causal Texture of Organizational Environments". In: Human Relations, 18: p. 22

I have no doubt that playing today's games does in fact improve your visual intelligence and your manual dexterity, but the virtues of gaming run far deeper than hand-eye coordination.Steven Johnson, in Everything Bad is Good for You, Penguin, 2 May 2006, p.24
...if you take up video-gaming, even casually, you can expect the following benefits: decreased overall reaction times, increased eye-hand coordination, and enhanced manual dexterity. You'll improve your spatial visualization skills and your ability to mentally work in three dimensions.Richard Restak, in Donald B. Egolf, Human Communication and the Brain: Building the Foundation for the Field of Neurocommunication, Lexington Books, 5 April 2012, p.11
Progress, far from consisting in change, depends on retentiveness. When change is absolute there remains no being to improve and no direction is set for possible improvement: and when experience is not retained, as among savages, infancy is perpetual. Those who cannot remember the past are condemned to repeat it.Those who cannot learn from history are doomed to repeat it.
"Chiropractic, which focuses on manipulating the spine to ease back pain and improve overall health, has won wider acceptance over the years. Most health insurance plans now cover it.
